Structure

The Foundation’s governing bodies are:

• Supervisory Board

• Scientific Council

• Chairman of the Foundation

• Directorate of the Foundation.

The application for the position of the Head of the National Research Foundation of Ukraine is approved by the Supervisory Board of the Foundation.

Ensuring coordination and control over the activities of the National Research Foundation of Ukraine is carried out by a Supervisory Board, whose functions are vested in the Scientific Committee of the National Council of Ukraine for the Development of Science and Technology.

The collegial governing body of the National Research Foundation of Ukraine is the Scientific Council, which is responsible, in particular, for scientific, expert and methodological support of the Foundation’s activities. Members of the Scientific Council of the National Research Foundation of Ukraine carry out their duties on a public basis.

The Directorate of the National Research Foundation of Ukraine provides technical and organizational support for conducting and organizing calls. The Directorate carries out its activities in accordance with the provision developed and approved by the Scientific Council and reports to the Board of the National Research Foundation of Ukraine. The Executive Director and the Directorate of the National Research Foundation of Ukraine annually undergo the procedure of confirmation of trust by the Scientific Council of the Foundation.

The procedure for the formation and interaction of the Foundation’s management bodies is determined by the Regulation on the National Research Foundation of Ukraine.

The functions of the Supervisory Board of the Foundation are performed by the Scientific Committee of the National Council for the Development of Science and Technology.  The Supervisory Board of the Foundation consists of the most famous and reputable representatives of the scientific community. The Supervisory Board of the Foundation  consists of  24 members.

The Supervisory Board of the Foundation:

1) develops the draft Regulation of the National Research Foundation of Ukraine and makes amendments thereto, which it submits for approval by the Cabinet of Ministers of Ukraine;

2) approves the general strategy of the National Research Foundation of Ukraine;

3) establishes the structure of the National Research Foundation of Ukraine, in particular determines the number of sections of the Foundation and the directions of their activity;

4) performs the functions of the Identification Committee of the National Research Foundation of Ukraine (hereinafter – the Foundation ‘s Identification Committee), in particular determines the quantitative and personal composition of the scientific councils of sections of the Foundation;

5) agrees:

  • the annual activity report of the National Research Foundation of Ukraine;
  • division of funding between sections, work plan and report of the National Research Foundation of Ukraine;
  • the decision of the Scientific Council on the election and recall of the chairman, the deputy chairman of the scientific council and the executive director of the National Research Foundation of Ukraine;
  • the procedure for consideration and examination of research and development projects submitted to the National Research Foundation of Ukraine for participation in competitive selections;
  • regulations on observance of the principles of scientific ethics and prevention of conflicts of interest during the National Research Foundation of Ukraine examination and competitive selection of projects for the implementation of research and developments;

6) has the right to initiate an audit of the activities of the National Research Foundation of Ukraine;

7) solves the issue of participation of the National Research Foundation of Ukraine in international organizations that fund research.

The Scientific Council of the Foundation is the governing body of the Foundation that counts 30 members, consisting of  leading scholars and scientists. The Scientific Council is chaired by the Chairman of the Foundation. Chairman of the Foundation  has three deputies from the members of this Council.

The Scientific Council of the Foundation:

  • determines the main scientific directions of the Foundation’s activity in support of basic scientific research, applied scientific research and scientific-technical (experimental) development.
  • determines the list of priority issues for which the call is to be held;
  • approves the overall strategy of the National Research Foundation of Ukraine;
  • forms the structure of the National Research Foundation of Ukraine, in particular determines the number sections of the Foundation and directions of their activity;
  • carries out the general distribution of funds aimed at solving the Foundation ‘s main tasks;
  • approves the results of competitive selection by the Foundation for Research and Development Projects;
  • approves draft of the order of formation and use of the Foundation ‘s funds, which is developed by the Foundations’s management;
  • supervises the implementation of scientific projects and the use of the Foundation ‘s resources;
  • reviews the Foundation’s annual reports.

Head of the  Foundation:

  • organizes the work of the Foundation in accordance with the Regulation on the National Research Foundation of Ukraine;
  • heads the Scientific Council of the National Research Foundation of Ukraine;
  • represents the National Research Foundation of Ukraine in the National Council of Ukraine for the Development of Science and Technology, state authorities, local self-government bodies, institutions, organizations, enterprises, as well as in international relations;
  • coordinates the work of the sections of the Foundation;
  • determines the functional responsibilities of the Foundation’s employees;
  • concludes contracts on the results of calls;
  • reports to the National Council of Ukraine on Science and Technology Development on the activities of the National Research Foundation of Ukraine;
  • issues orders in accordance with its competence;
  • is responsible for the activities of the Foundation in accordance with the law.

The Directorate of the Foundation:

  • carries out scientific-organizational activity, directed on the methodical, organizational and financial support of competitive basic, applied scientific researches and scientific-technical (experimental) developments;
  • submits proposals to the Scientific Council of the Foundation for the development and support of major areas of scientific activity, individual programs and projects, and their financing;
    provides technical and organizational support for the Foundation’s conducting and organization of calls;
  • carries out legal, organizational, documentary, informational, expert-analytical, financial and logistical support of the Foundation’s activity;
  • creates and maintains a database of research and development funded or funded by the Foundation;
  • develops the procedure for formation and use of the Foundation’s funds;
  • prepares materials and organizes meetings of the Scientific Council of the Foundation.
