We are inviting independent Experts (Peer Reviewers) to support the peer review of transnational project proposals submitted to the Horizon Europe project LUKE.
Your expertise can help ensure a fair and high-quality evaluation of projects designed to strengthen Europe-Ukraine research and innovation cooperation.
The Horizon Europe project LUKE is looking for independent expert reviewers to support the peer review of transnational project proposals. The Call was open from February 2026 – May 2026.
At the moment the funding agencies conduct the eligibility check.
We are specifically looking for experts in the following four fields:
- Energy: Sustainable and renewable energy and energy security
- Cybersecurity: Cyber resilience of critical infrastructures and adaptive cybersecurity systems
- Medical and health research: Telemedicine, biomedical research
Sub-topic 1: Adoption of telemedicine for remote healthcare solutions
Sub-topic 2: Innovative research on cellular signaling pathways for biomedical applications - Social sciences and humanities: Social reconciliation, sustainable social development, and human capital restoration
Key Framework & Reimbursement
- The Task: Reviewing English-language proposals (approx. 20-30 pages) completely remotely between July and September 2026.
- Timeline: Once you are matched to a proposal and give your consent, you should complete the review within three weeks.
- Platform: The evaluation process is managed entirely via the online database platform PT-Outline.
- Reimbursement: You will receive a remuneration of 50 EUR for each completed proposal review (paid via a DLR payment request template after the evaluation period closes).
Who can apply?
You should have a strong command of English and demonstrated scientific expertise and relevant research experience in one or more of the thematic areas of the LUKE Joint Call. Previous experience in research evaluation or international research cooperation would be considered an asset.
Eligible experts are selected solely on competence. Reviewers affiliated with institutions in the Russian Federation, the Republic of Belarus, or temporarily occupied territories of Ukraine cannot be involved.

Registration does not guarantee selection or assignment as a reviewer. Any potential assignment will be subject to verification of the expert’s relevant scientific competence and the applicable conflict-of-interest requirements.
